A Nominating Committee was set up by the China
University of Political Science and Law ("CUPL"). The Committee
currently consists of Professor Ma Kangmei, Professor Zhang Quilin,
Professor Li Shuzhong, Professor Li Xiuyun, Professor Xu Chuanxi and
Professor Fang Liufang. |

Over 2,000 CUPL students graduate each year
from the ten different Schools. These students will then have completed
four years study at CUPL. The Nominating Committee advertises on the
school notice board and webpage for applicants. The requirements for
applicants are excellent grades, a very high standard of English,
and the students must have previously received CUPL scholarships.
The Nominating Committee then asks each Department Head to nominate
individuals for the scholarships from those graduating in the following
year and a short list of 12 candidates is put forward to the Nominating
Committee. |

The shortlisted candidates are selected on the
basis of moral, social and educational standards. |

The Nominating Committee then sets the shortlisted
candidates a specially designed exam which includes a written English
test based upon the TOEFL standard. An oral English test is then conducted
by a professor from the Foreign Languages Department. |

The Nominating Committee reduces the shortlist
to five to six candidates. |

Each of the shortlisted candidates is interviewed
by the Oxford University Faculty of Law interviewers in late October. |

Each of the shortlisted candidates produces an
application form in English with a recommendation from the Nominating
Committee. |

8. One of the Trustees interviews each of the
shortlisted candidates in Beijing in mid-November. Each candidate
is interviewed for 60-75 minutes. A common list of questions is used
as a basis upon which each candidate is assessed to ensure as consistent
and fair a method of interviewing as possible. |

9. The interviewer produces Candidate Evaluation
Forms, which represent the interviewer's summarized assessment. |

The Trustees then make their decision based
upon the above process and documentation, subject to their decision
being consistent with the results of the interviews with the Oxford
University Faculty of Law. |
